The Finnish system is highly digitized. Once you are accepted into a degree-leading program, you apply for a residence permit. In 2026, students admitted to higher education (Universities or UAS) are generally granted a Continuous (A) Residence Permit for the entire duration of their studies.
1. Eligibility Criteria
• Academic: A certificate of acceptance from a Finnish higher education institution or vocational school. The study must lead to a degree or vocational qualification.
• Financial: You must prove you have €800 per month (or €9,600 per year) at your disposal.
• Insurance: You must have private insurance that covers medical and pharmaceutical expenses. The coverage amount depends on the length of your degree.
• Tuition Fees: If your program has tuition fees, you must show you have paid the fee or have the funds ready in your account in addition to living costs.
2. Finland Student Residence Permit Document Checklist
• Passport: A valid passport (show original at the embassy; upload color copies of all pages containing personal data or stamps).
• Passport Photo: A digital photo retrieval code from a photography studio (or a digital photo complying with police guidelines).
• Certificate of Acceptance: The official admission letter from your Finnish university.
• Proof of Financial Means: A bank statement from the past 6 months showing at least €9,600 in your own account. (Sponsorship by relatives is generally not accepted; the money must be in your name).
• Health Insurance Certificate: * Studies < 2 years: Insurance must cover medical expenses up to €120,000. * Studies ≥ 2 years: Insurance must cover pharmaceutical expenses up to €40,000.
• Proof of Tuition Payment: Receipt of payment or a scholarship certificate.
• Previous Certificates: Transcripts and diplomas from your previous education (not always required for degree students, but good to have).
• Application Fee: Paid via Enter Finland (€350 for electronic applications in 2026).
